Can anyone explain to me what android setup HD1900 is about?

I have attached a photo of the android setup screen which keeps popping up. When i go to set it up, its stuck in the "just a sec" page.

When you say it "keeps popping up," when exactly do you mean? For example, you're using an app and then, out of the blue, this screen pops up, or you turn your phone on and it's the first thing you see, or what?

When i go to set it up, its stuck in the "just a sec" page.

So this is a working device you've been using, and updating. Then I'm guessing that this problem just started, is that correct?

Have you tried rebooting the phone? What about booting up in safe mode?

Where did you buy this OnePlus 7T? Because it might be a grey import, specifically a China variant that's been unofficially re-reflashed and something may have gone wrong with it. If you only just bought it, definitely see about returning it for replacement or refund.
