I have a Galaxy 7, unconnected to any service. I am using it as a GUI for playing music through my stereo system. Is there ANY way of moving an app from a phone in service, ...to one not in service? Obviously I can't download it, but is there any other way?

By 'service' are you implying that's an account with a cellular service? If you have a WiFi network set up at home you can use that to install apps from the Play Store or any trustworthy sources for apk files like https://www.apkmirror.com/ Or if you don't have WiFi access at home, use a public WiFi network like at local library.

Use a file explorer, or USB cord, transfer apks to your pc, then transfer to the phone with no service and install

you also have smart switch that can be used with wifi....no need for cellular

Here at android forums theurs no such thing as a dumb question...asking questions no matter how dumb they maybe help grow android forums into the new era and become bstter then xda...thats my opinion of course
