Help Play Store Download Pending problem

I'm using a Moto G6 running Android 9. I'm attempting to update my apps via Play Store, and all I get is a Download Pending next to each app ... but nothing happens. I've attempted the following to resolve the problem ... all to no avail. Any suggestions for fixing this problem would be greatly appreciated.

1) I've cleared the Cache and Data from Google Play Store and Google Play Services and Downloads Manager.

2) I've uninstalled Google Play Store updates.

3) I've installed the latest Google Play Store APK.

4) I've deleted my Google Account and re-signed in.

5) I've reset all of my app preferences.

6) I've cleared the Cache in the Google Services Framework.

Nothing works! HELP!
 
Yes, this is over WiFi.

I have 24 Gb internal storage remaining ... and 112 Gb SD storage remaining.

Yes, I have an SD card which works fine as all of my data and many of my apps are on it without any problem.

might be a router issue. have you tried rebooting the router?
