Hotbar Disappeared...?

I downloaded an app off of the Google Play Store that I used to have a while ago. I opened the app and my device crashed. I restarted, but now I have no hotbar. I can not go to my homescreen, nor can I go to my recent pages. I can not see the time of my battery percentage. I've already restarted my device, rebooted it, and more. What can I do now?

can you define "....and more"? what about a factory reset?

By 'more', I mean everything that has to do with resetting or rebooting the device. Factory resetting included.

so does the phone work? if you can't go to your homescreen, what is on your screen? and just to be sure when you say "hotbar" you mean the google search widget?

also instead of a factory reset, what about a hard reset?
