When you go back to Settings and scroll to the bottom, developer options should appear above About Phone. Is it still not there?

I'm sorry, but I have to say this sounds an awful lot like an attempt to bypass an FRP.
Moto G3 disables the tap 7× build number during an FRP in case people make that far.
So may I ask you sir,is this an FRP bypass attempt?

Hey how's everyone doing? Really late to this thread post but i'm thankful I stumbled upon it!
Maybe someone can help me out cause I'm in a huge dilemma!!
So my phone broke on me the other night, and last night I was lucky enough to find a purchase (an older phone but looked good enough for simplicity atm so i bought it, and left it to charge over-night) - btw its a Motorola Moto X
So I went to turn it on and prepare set-up, and there was an email sign in for google!!
So, ofcourse, i reach out to the ad-owner...to a great day of no-answers, and non-responses...
So...I figure I'm on my own and i'm stuck with it:/ So I figure, maybe google has something on the subject, maybe I can find a way to (as you said) "bypass" it...
Thankfully there are loads of forums and great material all-over, which im really greatful for...
Now, I've successfully been able to enter the phone settings (yaay!!!!!!), I get to where many forums lead me to -> About phone, and tapping build number several times to enter developer...
Unfortunately I don't know if that previous owner has played with the phone (in attempts to log in perhaps), many times, and now, there is no message that prompts me for "developer"..
PLEASE help...
Stuck with it...
Thanks :)

I actually am trying to remove the FRP lock from my ZTE blade 2. I figured out how to bypass it but I haven't yet been able to remove it from the phone. If there's any way you can help me it would be great. I bought the phone from a friend and they are electronically ********. They know what GMail they used but they don't know the password and don't have the phone number they used when they set up the recovery. I've looked all over the place and even spoke to a buddy that is very good with things like this and I've come up empty. My buddy said it's still too early because the phone is so new but to keep an eye out on Android forums. Is there anyone that can help me?

I had the same issue a couple months ago with the email situation. If it helps the person you bought the phone off of could try texting the number used in recovery of the email address. Explain what's going on and maybe they will send him/her the Google verification code that is sent to their phone. I lost access to an account with all my kids pictures for about 8 months and a 12 year old helped me recover it. Good luck!

Sounds to me you guys need to get some stock ROMs and flash the phones in order to rid of the dreaded FRP lock on them.
Only then will it work, in 7.1.1 they made it so "Build Number" is not even an option.
It was only until I was able to find the stock ROM I was able to even see it.
With flagship company phones it's much easier.I had a Treswave TW801 and I had a hell of a time. Good luck lmao.

-News,
So I dug around with an app called "Shortcutmaker" or similarly named and discovered it's definately what @Jfalls63 had said, so my previous statement is the only way unless you can get the email and pass for the "Owner", in other words... Google sucks.

-Good morning, I have NEWS everyone,
There is an app you can download, on a PC ofcourse, that will bypass this issue, simply called "Developers options" it will be the same as if you could actually access it.

Just put the install.apk on an SD card, install it, and open it.
Cheers.
