Best app to block robocalls/telemarketers

Switch from what? Yeh, Android has many options for blocking robocalls, telesales, scammers, etc, probably more than whatever it is you're using at the moment.

There is Blacklist Blocker, available on F-Droid.

Unfortunately, it is no longer maintained, but still works on my 8.1.1

Also, most new Androids have built in settibgs that allow the user to restrict calls to the contents of the contact list.
