I have this samsung gt-19100 with android 4.1.2... Is there anyway to update this phone to a later system or get unofficial security patches or something like that... Thanks...

that is a very old device. these days you need a minimum of 16gb with 3gb of ram which your phone does not have and thus cannot handle any newer os.
you can probably root the device and flash a custom rom that might have parts of the newer os....provided that the links for the roms still work.

Maybe i should get a new phone or used phone since my budget is no more than 50 euros. Maybe i look for some custom roms if i can find a one that works without too many errors...

That ROM is still based on 4.1.2. Feel free to try if you want, but it won't give you what you asked for.
If you want to find more recent ROMs for that phone, look here: https://forum.xda-developers.com/galaxy-s2/development-derivatives. But those that are more recent than Android 4 will not be based on Samsung software, so if you like the Samsung user interface you'll find these quite different. Read up and make sure you know what you are doing before you proceed - it's much better to choose the right thing, understand what you are doing and get it right than the jump in, follow a script blindly when you don't know what it does and then have to sort out the resulting mess.

Thanks! I will check out that link and maybe get it right... I think i must take my time to get this thing sorted out. Maybe i buy another phone before i try some of those roms so if it goes wrong i have that as a life saver then... or if i get tired i just keep using this same old thing.
i think getting a newer phone is a great idea. i would look into a phone that has a minimum of 32gb with 3gb of ram to start. 16 gb storage would work as well, but you will run into space issues very quickly.
