Suggest you post the Play Store URL for the Keeper app. So we know what "Keeper" you're actually referring to.

That does very much suggests it is discontinued and their servers are shut-down(as you suspected). And you'll need to find an alternative service.

If this "Keeper" was free? Well servers do cost real $$$$ to keep running.
