Ad before the lockscreen

I have a umx u683cl phone by assurance wireless. (Obama phone) when turning on the phone before the lock screen is an ad. It takes up the entire screen. You have to go to the bottom of the ad and press and hold to get passed it. Sometimes I get passed it then go to lock screen and then it's there again. It also usually takes me to chrome as if I clicked on the ad. This was on my phone right in the begging of activating my phone. It's not from an app. I also had a older model Obama phone that did the same thing, but it stopped showing it anymore. I can't remember what was done to accomplish that. I even changed the lockscreen wallpaper and that didn't do anything either.
 
If it is supplied for free, there most likely is an app causing the ads.

How do I know?

Because I also have an Obama phone, although not the one you describe.

Likely culprits are preinstalled weather, news, and apps that allow you to earn more minutes and/or data.

I disabled/uninstalled 4-5 of these turds and my phone is ad-free and works fine.

Thx. I think you right. Also it's not so much an ad but like "the news" I'll try disabling or uninstalling apps I don't use that are probably the culprit.
 
You can clear your recent apps, and then try to lock the screen.

When the ad appears, go into your developer settings and get into your 'Running Apps'

This should lead you right to whatever app is causing the ads.
 
Ok, I have developer tools on. I disabled the news and weather apps which didn't work. I'll check on the running.
 
I did it! Thx everyone so much for trouble shooting me through this. What I did was go to the developer settings and looked at running apps. I uninstalled 2 apps. Hope I didn't need the first one. The second one was called online plus. As soon I stopped it the news ad stopped showing.
