How can I make apps close when I back out of them?

The user interface may be different than my S21. On my phone I can swipe up from the bottom and then choose to close all.
No i know how to do that. I am talking about lets say I am in gmail and i press the back button to close the app, how do I actually make it fully close? Because the app is staying open even after I back out of it

G-Mail will always run in the background.
It always has.
In fact, any app that gives notifications for messaging will run at some level in the background.
The only way to really close G-Mail is to disable it.
Then you would use your browser to access it, at the expense of having notifications for G-Mail.
You may (or not) be able to do so and continue to get notifications if you use the Chrome or Google app(s) as a browser.
I do not, so I cannot say if notifications actually would work in such a case.

There may well be another means to shut down an app but I always slowly swipe up from the bottom of the display which then shows all of the apps running. Scrolling left and right you can tap on a running app to bring it completely open or close all. I use the close all option when shutting down my music streaming service.

Yes, but with certain apps, G-Mail in particular, the system will keep them running in the background at all times.
The app has Run at startup permission, and also will restart soon even after being force stopped.
Even if the app is not used, and/or there is no Google account on the device, the app will be running.
Even when it is 'properly' closed, it is still running.
The vast majority of Google apps are the same way.
I understand that any service such as mail, text, phone is always going to be running in background. I shut down my streaming service and a cooker alarm app and that's about it. Especially the alarm app.
It freaks out when I turn off the BT sending unit and keeps seeding an alert that the app has lost connection with the sensor.

You could mess with the developer options if you really want: restrict the number of background activities or even use "don't keep activities" (which will kill every app the moment you leave it). I do not recommend this - it would be a dumb, inefficient and counter-productive way to run a smartphone. But if this really bugs you for some reason these settings exist (subject to the usual caveat that developer options vary between devices, but I've never seen one without these).

I wouldn't bother with trying to constantly close apps, that's just micromanaging Android's memory management in a counter-productive way. You're not regaining usable RAM by doing this, it's just making your phone work that much more in the background to compensate for your actions. Or in other words, Android's memory management is much more advanced than we all think we are.
