do a hard reset. it is a deeper wipe than a factory reset. google hard reset for your device. it is usually some combo of volume buttons and the power button.
also setup two-step verification for all of your accounts.
what makes you think that your phone is hacked? hacking is not as easy as you read on the net. most of the time it is malicious things like adware or malware which usually needs to be installed. and usually a factory reset or hard reset will delete such things.
And if you have been hacked (which, as @ocnbrze says, is a lot less likely than many people assume) it's more likely that your account was hacked than your phone. So check for logins from unexpected devices, and if you find signs of problems change your password (using a device you are sure is clean) and clean your phone before you log in with the new password.
Login the Google web with your account on a clean computer,
change your password ASAP.
hard reset your android device in the recovery mode, 'wipe data/factory reset' + 'wipe cache partition'.
