.arc and .tec files

Hi Folks
can anyone tell me what all these .arc and .tec files are in the camera /cache directory of my S2 , can they be safely deleted.. what are they for??

while browsing samsung apps i found backupII which saves contacts, calander etc on minu sd mem card, in folder backup using ... .arc files. cheers
 
Its my exp. Previously i installed a vault apps on my galaxy N7000. Later i upgrade it from ICS to jB. After that i found that i lost my pics & clips which were in vault. I thought the files must be on my phone, so do lot of search. I found few tec & arc files. I think that these are the pics & clips which saved in vault. I also doughtfull that this vault only changes the ext of pics & clips. But i dont understand how to recover the files?
 
Hi I'm kwegs! Sorry for the stupid post, wouldn't let me add anything of substance in my initial post. Had to do an intro, I'm guessing most of you knew this already. Anyway, Hello and thanks in advance for any advice you can offer.
 
So does anyone know if it is at all possible to retrieve the data in these files? My husband just lost every pic he had of our 2 week European cruise. We've been to Sprint, Best Buy, an independent computer guy and everyone said he was SOL. We even asked a cop friend about phone forensic specialist that could possibly help. Then today he found these arc and tec files. Any hope of getting these opened to retrieve what's been lost?
We do have the Samsung Galaxy SII's btw.
 
My Uncle had this problem, and I found a way to recover the files. The .tec file has the same pixel density as the original .jpg, only in the wrong format.

I've written a Java program to automatically restore the files. You can get it from my website here: thebillington

Hey,any chance you could help me out with the same? The link appears to be dead.
I'm looking to do the same trying to recover my old pictures from .tec file to jpg.
