That option is part of the stock launcher on your device.
There may be settings for that on your phone, but I don't have your phone so I can't help with that.
If not, just install a different launcher from the play store such as Nova launcher, which is what I have used for years, which has the option to turn that off completely

I second the Nova launcher. If you pay for the prime key, it will unlock so much more optimizations!!!!!!
