You are correct.
You can open a browser on your device and go to photos.google.com to check which ones are uploaded.

it syncs everything in your google photos app. it doesn't differentiate. so whenever photos was last synced is what you see online. i never have to do anything to get my pics uploaded. i have it set for auto sync....otherwise you can do it manually.
