If your volume buttons don't work, you might be screwed. That looks like your fastboot mode. You will need your volume buttons to get to the bootloader screen.
You can try using moto's Rescue and Smart Assistance program.

Could you just fix it by taking some really skinny thing that wouldn't break, maybe tweezers? Would 3 in 1 work? There's gotta be a way besides having to put in new software.
If he can get the volume buttons fixed, he could go into the bootloader and try a reboot. But that might also not work. There is a reason why the phone booted into fastboot. Usually it's because the os was corrupted.

How does this fastboot garbage happen? How do we prevent it? How does the os get corrupted?
OS can get corrupt by an android update, an owner who goes into system files and deletes them, or a power interruption to name a few
hard to say as to why. it happens. it could be from a bad install of an update. it could be from physical damage like being dropped. it could also be from manufacturing. cheaper phones are just that cheap....and thus so is the quality of parts being used. it could also be user error as @Dannydet suggested.
and fastboot is not garbage. it is not part of the android os, but is necessary especially in case of something like this. both fastboot and bootloader are not part of the os but is an essential tool to run the android os.
and the only thing i can say as far as prevention is to get insurance or get a flagship phone. i have never had this issue] with any of my phones in the past. but my phones are pretty much all of Samsung's Note series starting from the Note 4 to the Fold 6.

I bet it's great to be able to afford that. I know I stay away from updates because they're just bloatware. What's on the fastboot menu? If that happened to me, what should I choose?

What would happen if somebody just pressed and held the power key a long time? Would that do it without erasing data? Would draining the battery to 0 work?

Holding the power button will only reboot the phone. To get to fastboot or bootloader, it is a combination of vol buttons and the power button.

I would try to get out of fastboot, not in it. I wouldn't want to see that nasty thing ever again. Anybody who gets stuck with it has my sympathy.
as long as you have working buttons, unlike the op, you should easily maneuver out of fastboot.
