How to clean out the lint underneath the dryer basket?

IT is held by a screw and the mantiance guy said "Do not unscrew it and do not remove the basket.."
I hit it with a small vacuum but the area is like almost so small, I cannot get a napkin to clean it off, my question is, should I need to?
 
I would follow the advice of your maintenance guy. He has at least seen your dryer and has no motive to mislead you. Keeping a lint trap clean is always recommended. There is usually a screened trap that is easily removed for frequent cleaning. No disassembly required.

Yeah we always cleaned the lint up, we had it for about eight years.

I have heard that dryer sheet have a negative effect on lint screens. Over a period of time, they release enough compounds to impede the airflow through the screen. No idea if it's true. We don't use dryer sheets.
 
Well my mother does more dryer sheets then myself, I am a bit skeptical on them, I normally use a fiber cloth to clean out the extra lint off, my mother does it with her hand, I also wet my fiber cloth.
