I'll go with Android Mint.

Are you sure? The new $45 plan includes unlimited talk/text plus 1GB of unthrottled data. Not 1GB extra, 1GB total. I'd double check :)

As others have said you don't really need to close them, but if you want to it depends on the app. Many have an Exit option, and for some tapping the back button will close it. Do not use task killers...

You can still see and access all your contacts stored on your phone when Sync and mobile data are off. To Sync/update new contacts to your Google account you have to turn on Sync and have a data connection, either WiFi or mobile data. Then you can turn them off.
