Is the ADB program available to use on android device. If it is can I use it on my tablet and send commands to my LG VOLT thru wireless?

I discovered that trying to root any device that had the Kit-Kat OS was a bit more of a challenge to root. I used the program called towelroot and this worked the first time I used it. I have had no problems and I installed Super SU as my superuser app.

My Samsung Galaxy Rush also just shut off and I can't get it to turn back on. Even the red charging light dosen't work. My phone was rooted so that voided the warranty. Now I have to purchase another phone. Does anyone have any suggestions?
