Anyone in Saginaw, MI have 4G yet?

My friend installed the OTA and it keeps bootlooping, and sometime loading. When he goes to run an app like messenger, or gmail the phone crashes and reboots. Is there any advice, or anything to correct the issue? Thanks in advance!

I'm having issues with logging into these accounts through settings. It will just time out and say log in failed try again later. Anyone know a fix or having similar issues?
