Doesn't mean a phone will use it right away, unfortunately. The QSD 8x50 (current 1ghz Snapdragons) were shipped Q4 2008! We didn't see the first Android Snapdragon (N1, I believe) until January 2010. The 1.3ghz and the dual-core 1.0ghz chips were shipped Q4 2009. Trend seems to be phones using chips a year after the chips are shipped.
They'd be behind TI's OMAP processor by a bit then since the 1.2 Ghz Moto devices are due to hit by year's end.

The nice thing about these higher clocked Snapdragons is that they're fabbed on the 45nm process, as opposed to the 65nm process of the current Snapdragons. A lower process means less heat, higher clocks, and thankfully, less power consumption.
OMAP3, AFAIK, is already 45nm, which is why they're generally better at battery life. I believe OMAP4 is also 45nm.
