If you are using the Goldcard method to downgrade, this thread at XDA developers
The road to freedom for your hero - xda-developers
seems to suggest that you can downgrade to 2.73.405.5 in order to be able to use fastboot/flashrec to flash a recovery image.
The link to the RUU is in step 20 under the Goldcard heading. Hope that helps. If it does, let me know as I'm considering rooting my T-Mobile handset before 2.1 is available

I downgraded to an unpatched 2.73 Rom to flash a recovery image I think, but if you can go for a 1.76 it will definitely work
