Help 100% cpu , help!?

I have a MT4G, SystemPanel Lite is telling me my phone is running at 100% CPU. And the CPU clock is completely full at 1024 mhz. This doesn't change unless I restart my phone but after a few days it goes back to 100% cpu.

The percentages from my applications don't add up and after deleting a few and force stopping a few, I've realized that it may not be a bad app.

Also, I don't know what this means but specifically into my cpu usage, it says about 30% system , 60% user and idle is always at 0%.

Turned off fast boot and shut-down phone and turned it back on about 2 hours ago

In SystemPanel CPU still shows 100% with clock speed 1024mHz , but that doesn't add up as no app listed by SystemPanel is using any significant CPU
