Your best bet is to call Verizon telesales and inquire about the discount. A lot of times with these discounts its limited to certain areas, or certain customer profiles. But it can't hurt to ask.
 
My apologies, I forgot to link the source! I am at work but I have it bookmarked at home. I will link it later. I did add one source though that I found from this forum, check the top post.
 
I called Verizon and asked about the discount. They said it is a regional promotion and wouldn't apply to my account.
