15% low battery issue - CPU never go to sleep

I have problem with Android. When battery goes below 15% I get popup alert, same at 4%. And after that my device start eating battery fast!

I have CPU Spy Plus, phone is rooted, so I can see how much time CPU is in each mode: 1000Mhz, 834MHz ... 250MHz and finaly mode called "Deep sleep". Usually I clean phone well manually or by some app like Battery Doctor and when screen is off my CPU stay in "Deep sleep" mode and I have no problems getting calls and etc, but battery can last for a week if I don't manually activate internet and etc, just accept usual calls.

Now what is the issue... "Deep sleep" CPU mode works only until battery become 15%. Then android show that popup of 15% battery remaining and from that point no matter what - CPU always stay active at 1000MHz mode, never go to Deep sleep, even if I remove alert popup, even if I kill all apps ... nothing I do can't bring phone to "Deep sleep any more. And just 1-2 hours later phone is at 0% battery, while in Deep sleep it can go for a day.

Can you help me ? What to do and how to prevent this from happening ? I don't want to get this 15% alert or if I get it I don't want it to cancel my settings and deep sleep of my CPU! I guess Android activate some options at 15% (may be even to preserve battery) but that new options must have that negative effect on CPU and sleep mode. Is there a way I can turn off any android options related to activating any options when battery go low, so I can keep it as it was (as it was way better before) ?

There's definitely something wrong with the phone, but without having it to test a few things I wouldn't even try to guess.

But you shouldn't let the battery get much below 40% anyway. Doing that over time reduces the lifespan of the battery by as much as 75%. If you charge iy at 40-60%, you'll get maximum life out of the battery. (I have a Motorola V551 as my emergency spare phone. It's 10 yrars old. The original batteries [I always buy a spare battery for my phones] are still good. They're only supposed to last 18-24 months of use.)
