Curious, but when plugged in for awhile, have you noticed if the battery level has increased? I ask this because I'm using the GlazedICS ROM, and one thing I can say is that the battery light does not stay on while charging, as it once did when it was factory. This might be a tweak in the ROM.

Its an issue that is well known on ICS and jb. Its a kernel level issue. Charging works but the light does not.
