nope. Skype mobile doesn't support video yet. It has been 'hinted at' by Skype earlier in the year so you probably will be able to use it in the next few months (but only if Skype and Samsung get their act together)
The only video call software that I've found that works cross platform (but only between mobile devices i.e. android to apple) is Fring. Only drawback is no Android to PC video and both participants need to install Fring for video to work.
To be honest, it's only a stopgap waiting on Skype supporting video on my SGS.
I've personally found it pretty stable across WIFI, with 3G it's a little more tempramental dropping calls etc.
