Help 2 Eris Pones. One can find public wireless, the other cannot

I have two eris phones rooted with the latest stable build of CM7.
These are my emergency phones for my kids and use PagePlus.
Both phones are nearly identical and both work great for the most part.

I have one issue with one phone.

Phone A can scan for wifi networks at the library and connect to the "Public Wireless" network.

Phone B will not see that network (or any network) when scanning for wifi at the library.

At home, Phone B has no problem finding the home wifi and many of the neighbors' wifi. Sometimes different ones than Phone A.

The only difference with Phone B was that I asked pageplus to block the mobile network to avoid the phone eating minutes due to 3G being accidentally turned on. I don't see how that would be relevant.

I have double checked the droidwall settings, etc, but don't think that is it or wifi scanning would fail everywhere.

Can anyone suggest a reason why one eris would locate a wifi network and another cannot with all (obvious) things being equal?
 
Settings->About phone. I don't precisely recall where the info is in that page on a CM7 ROM, but are the radio versions the same for the two phones? (It may be under software versions...)

I will check. I did go into the advanced options for wireless setting and compared channels etc and everything still had default settings.
