4.3 update again?

My phone updated to 4.3 quite a few weeks ago but tonight, I got another update for 4.3. Any ideas why, is this a common thing?

Since this update my GNex has froze and rebooted itself twice. Never had this happen on any other versions.

My rooted Gnex won't take the update, it just reboots and goes into trwp recovery. I don't know where to look for the update so I just have to restart.

I have a Verizon Nexus, but its not on a plan. Will it update to 4.3 over wifi like it did with the 4.2.2 update?
