4.4 KitKat update

Ive seen the list for Samsung phpnes getting update and the express isnt on the list is it not high end enough for the update?
 
It's up to the carrier. Samsung rewrites KitKat for the Express. Then the carrier has to add its user interface. They may not consider it worth the effort.

I don't think so, not by Samsung anyway.

[09/10][DEV][ROM][4.4.4] CyanogenMod 11.0 fo… | Android | XDA Forums is where you can download the unofficial CM 11 (Kitkat 4.44) firmware. Everything works quite well in my humble opinion.. Except for NFC but I don't use it so I don't mind :D.

Uploading it to the phone is a bit tricky and it voids your phone warranty. Besides you can brick your phone during the procedure, so be careful and think twice or thrice before trying it! :)
