I am thinking of going to a prepaid plan like Page Plus but I heard they don't switch 4G phones. I don't know about all smartphones but do know the Bionic switches from 3 to 4G, so technically could it be considered a 3G also?

It has to do with how lte devices are activated. 3G only phones are activated through the *228 system once the MEID/ESN is logged. LTE phones are activated through the SIM card. Verizon doesn't even offer LTE on their own prepaid network, so it only makes sense that an MVNO wouldn't either.
