4g out of control? Or broken app?

So i just switched from metro pcs to verizon 4g network, and have been using ookala's speed test app. The lady at verison said that the 4g network in my area is not capped but this is crazy.... (tried to upload screen shot, failed) but the datas still the same 40,574 kbps, 12908 kbps upload speed.

Metros best 3g speed i ever clocked was 190 kbps download.
So is this normal data speed? Or more likely broken app
