Most people have difficulty getting 4G speeds through the wireless tether app. Generally, you will see about the same as 3G speeds even if you are on 4G. There is a fix that has worked for some - it seemed to help my speeds out but I have not tested it much. Here is a link that discusses the issue a little more as well as provides other useful links.
