Help 768 MB Ram?

I usually encounter my programs eating up my ram like candy bacon, but I barely just noticed that it only reports 585MB total ram. Is this normal? Specs show that this phone has 768MB, so is there memory that's solely dedicated to something other than the applications and just isn't shown?

It's the same with my phone, I have 1GB but only about 750MB shows, the rest is reserved for the system itself.
