i got this phone and now i need a code to activate it it says still activated from previouse user i ordered this phone used and now no way to get ahold of anybody to get the codes

The person who sold it to you has to contact the carrier and have it removed from their account. If the carrier allowed the new owner to reactivate a phone, people could steal phones and use them.
