Apps A GUI that works on all devices?

How hard is it to design a GUI to work on screens of different sizes? A developer told me it's really hard to do. Is that true?

You can define alternative layouts for portrait vs landscape modes. But I think apps are usually targetted to work best with a specific type of device. There's obviously a lot more screen space available on a tablet, compared to a smartphone. And you may want to completely rethink your UI.
 
It's easy if the app uses a webview as it's primary UI. It would be then called responsive web design using css media queries to adjust properties of the layout depending on the screen resolution. Take a look at Apache Cordova. It works on most devices including Android, IOS, windows phone, blackberry and so on...

If the app must be native Android then you will find yourself creating a bunch of image assets for each class of screen resolution.
