Help A problem with CPU clock (GT-9301I)

Hi, at the beginning sorry for my english .

Two days ago i bought a new S3(GT9301I) with 4.4.2 KitKat , during using i was surprised of discharge the battery,
Then i installed a CpuSpy from GoogleMarket and it definitely solved my question A cpu frequency was using only with 998MHz(Power Safing) and DeepSleep mode's, no more options. I restarting my phone and it back to the 300Mhz when i dont use phone( only look at CpuSpy graph), but when i open Internet Data ( no Wi-Fi) it back to still 998Mhz :| , My question is this is smth wrong with Android or inside in phone ?

Are you getting a decent signal for data? Perhaps it is searching for data whilst on the browser or such, and that is why your clocked out at 998Mhz.?

My problem is that he's(S3) start working on 998Mhz mode, when i open Internet Data Transmison (No Wi-FI) and never slow, only to deep mode, even if i close or not internet connection and all apps, only restart make him back to slow for 998Mhz - 300Mhz when its not used as much.

After restarting it work good until i open IDT, immediately choose 998Mhz and never go down (only to deep mode)
