Help a problem with wifi turning it self on

Please look at the attached screen captured picture. The part with the red circle around the star type thing? With the wifi turned off in the sys dir. When that star type thing starts spinning the wifi comes back on. How do I stop it so the only time the wifi is on is when I turn it on.

Try going into your settings and turning off the Connections Optimizer.

that'll do it. Or if ya wanna go one step further, you can Root then rip out/uninstall Connections (De)Optimizer
