Root A Question About Radios And ARHD

I'm currently on CM7.1 with the radio 12.56.60.25U_26.10.04.03_M and I'm keen on checking out sense 3 on the ARHD rom. However they recommend flashing the radio 12.62.60.27_26.13.04.19_M radio to improve battery and signal quality etc. I've heard about flashing roms being a 'risky' process so I thought I would get a few things straight before I tried it.

-Do I flash a radio after the rom or before?
-In the readme for the radio, it just says to plug phone in and then basically run a couple of commands. When I was using ace advanced hack kit, I couldn't get it to run on windows so I used ubuntu. Would this radio flash method work in windows or is it best to do it through ubuntu?
-And finally, is the radio specific to a certain country or region and am I going to be able to get on networks in UK with this radio?

Sorry for the complete noob questions (I'm willing to learn!) and any help is massively appreciated! Thanks!
 
Believe that radios are flashed after (or on top of) ROM's and you shouldn't have to use Ubuntu... think it's a case of dropping a zip file on the SD card and flashing it through clockwork... I'd wait for confirmation on that though!!

You need to flash a radio manually, it is a risky procedure, but very easy. There's a bit more info and instructions on how to do it here.

I've done it a few times and never noticed much difference tbh (I get a pretty poor signal where I live anyway), but others notice massive differences.

Clockwork won't work for radios on the DHD, it did for the original Desire (I think), but not for our handset. The procedure is easy enough, just make sure you're fully charged and you type the commands correctly and it'll be fine.
 
You can flash it via the bootloader too, or something like that, if you don't have ENG S-Off.
