I would probably suggest to flash the latest firmware for your device.
Go to http://www.sammobile.com/firmwares/database/GT-I9060I/

and find the exact/latest firmware for your country and carrier.
You need to set up a free account there to download it.
Click on the link and the files for flashing will be there.

In short, a computer program called ODIN is used to flash the files whilst the device is plugged into the computer AND the device is in download mode (not recovery mode). ;)

Have you used ODIN before to flash files?

Yes i did used odin to flash twrp. Before i went to sammobile but its free account is very unstable

As i am from a place where net connection is very low and if that zip file stops in between so it gets failed hence its very difficult for me .

I tried it 3 to 4 time but cant get it fully

I have one more question what if i uninstall the android system app which is in download apps (attached image)

Its of same nature as of sammobile is .
Actually i have tried each and every site in google but all those are connected to sammobile and have the same rules and functions

Does kies need frimware .zip to flash the frimware???

Yeh, you definitely need a complete firmware ROM zip to do anything with it. So you will have to find a way of downloading it somehow, that's it.

Kies will automatically download the correct firmware for your device based on model and SN. When the firmware is downloaded and you are connected to PC in download mode, it will flash it for you.

I looked on XDA and couldn't find any link to a custom ROM.

A question. As i have a rooted android cant there is any other rom other than stock rom ..i mean a custom rom for gt - i9060i
If you want root,Flash back to stock as stated in the preceding posts.
Then check out this thread for rooting :

Whether you root or not,I highly recommend using the app Package Disabler Pro to disable,(do not delete),the apps you wish to not use/de-bloat your device.
https://play.google.com/store/apps/details?id=com.ospolice.packagedisablerpro&hl=en
https://play.google.com/store/apps/details?id=com.ospolice.packagedisablerpremium&hl=en

Be careful what you disable/freeze,the app gives good guidelines as to what is regarded as safe to disable. The list is a bit conservative, you can disable more. Most Samsungs generally share a lot of the same apps, take a look around in other device forums for what is OK to disable.................

No,I understood you.
I recommend starting over & rooting with the method given in the link I posted.
The app you have in the screenshot, "360 ROOT",I suspect is what may be causing your problems,if not indirectly,by installing malware on your device.

Just shit now I am shouldered up with a new problem

As I was saying as my recovery mode was not working therefore I installed an app called rashr from play store

In that their is an option to directly go to recovery mode but when I pressed that button my phone shuts down and now it only shows the swung logo nothing else

So is their any method to delete the Rashr app from PC directly using download mode

You will need to boot into download mode to be able to flash the firmware with Odin. With the phone off, press and hold the power button, the volume down button and the home button at the same time. When the phone boots, release all buttons and then press volume up to continue.

The file you downloaded is a zip file and you will need to open/extract it. This is complete firmware and will erase everything on your phone and put you back to out of the box condition.

Is their any other method to erase the user apps from a bricked device without flashing it

I saw in Odin that their is an option if naad erase all

The situation you are in, having deleted or extracted system apps, you probably are going to have reflash the device to return to stock and get everything working again.
When you use Odin, it completely restores and erases all user data and modifications.
The default settings in Odin should be left as is and only select the AP tab to select the firmware to flash then Start when Odin is ready.
