Use a file utility (like Total Commander) or connect the phone to a computer and transfer them that way.
If you mean how to make them run from the SD card, use an app like Link2SD. Be aware that a) widgets can't be run from the SD card and b) some apps can't be run from the SD card either (it depends on how they're written and what parts of the Android system they use). The phone has to be rooted to run apps from the SD card.

If you are still running 2.2 or 2.3 you can move many apps using the phone's settings (Settings > Apps, select app, select move to sd). This was removed in Android 4, so if using something more recent you will need to root in order to follow Rukbat's suggestion.
