Access BIOS?

Hi all,
I'm new to these forums, but not-so-new to the Android universe, and lately i've been interested in putting Windows CE on my Android device so that then i can run Windows Programs anywhere.
Anyway, i can't do this through usb cable, but i can download a Windows vCE version from the internet and put it onto my usb. Only thing is, my device can't boot from it.
So, to boot from it, i need to access the BIOS and change the boot order. Anyone know how to do this?
I have an Android 2.3.3 Tablet bought on eBay from Shenzhen, or however you spell it.
Thanks,
Mitchell.
P.S., a simple program that allows me to change the boot order or access the bios or even boot from my usb will do.

You mean run Windows CE programs anywhere, not PC Windows, right?

Yeh that's correct, I even know how to correctly pronounce it as well. :) It's just north of Xianggang. I lived there for a while. TBH I don't think Android devices have a BIOS, not like what you'd find on a PC.
