Root Access Internal Storage of Crashed Phone

So yesterday my old rooted Droid 4 (stock OS) finally bit the dust. It started losing its connection to Verizon and rebooting here and there. Now, whenever the phone boots up, at the point where it would finish loading the internal memory apps so that all of the apps would show in the app drawer, the phone crashes. It already destroyed all of my titanium backups on the SD card as well. Is there anyways to recover data in the internal memory or stop the phone from crashing without wiping everything (though I don't even know how to do that right now since the phone is practically in a boot loop).
