I want to access PC filesystem from my Android app when my android device is connected to the PC via a USB connection . Is this possible and if yes , then how ?

Try with ftp, install ftp server on PC, include drives you want access to in ftp granted drives scheme and then write ftp client for android (or use one from Google Play). This could be one of the possibilities.

You can do this over wifi with EStrongs File Explorer, but I don't know of a way to do it via usb.
Which begs the question, if you're sitting close enough to be plugged in through USB, why not just use the PC interface to perform the file actions.
Rereading the OP, it sounds like he is wanting to get an app, not necessarily a file manager, to access his pc storage.
