Help Accessing my android via usb

I have not gotten the chance to enable usb debugging, and now my phone is bootlooping. Is there a program out there that enables adb with ONLY drivers and no need for usb debugging? I can't seem to find one. I just need one special driver or some way to connect my phone to my computer w/o usb debugging being enabled. thanks
 
I would need more information to help you out here. If you could give me your phones Model Number as well as Carrier and any other info you have.

So, VZW Samsung Galaxy Nexus, yes?

Not 100% sure what you're asking...under what context do you want use adb?

adb runs:

1. When "normal" Android is running and USB debugging has been enabled

-- or --

2. When a custom recovery is running

Since your current Android install is bootlooping, it sounds like you want to poke-around with adb to try to fix it, yes?

You can do this if you boot-up (soft-boot--not flash) a custom recovery and then interact with the adb client from your PC to the adb daemon on your device (initiated in custom recovery).
