Root accounts and sync missing from settings

I recently upgraded my phone and gave my old coomando to my son. I flashed it back to an old nand and activated it. The phone works but there is no "accounts and sync" in the settings menu. Any ideas what could have happened? Guess I'll flash it back to another backup ,just thought it was wierd

check to see if the account sync and settings system apk is there.
(/system/app/accountandsyncasettings.apk)
