More info is needed, but I will try to point you in the right direction.
Go to your phone specific forum here at Android Forums.
You will have to register to start a new thread, but I'm pretty sure you can try the forum search without being registered (I think).
I don't know what you have tried already but most weather apps require you to have GPS on and a good data connection to set it up with your location info.
If you downloaded it from the Play Store then it should be the version that works for your phone.
