Adding and removing screens

How do you get to the feature where you can add or remove screens...only way i can get to it is fill up a screen with apps and drop one outside of the border and then it will pop up.

Just pinch the screen and there you should be able to add or drag a screen to delete it.

Ive tried that doesnt work. Either that im doing it wrong.
