After two rings the device switches to the telephone answering service - is it possible to extend the 'ring time'??

Hi, some carriers allow you to set this yourself, the following link may help :-

Depending on device/carrier you may also be able to do it from within your 'Phone/Call' app, in Settings - Call forwarding, I can on my HTC with EE.

Otherwise contact your carrier as funkylogik suggested.
