Adobe flash won't work on the Vortex due to the type of CPU. It's not Verizon that's limiting this ability, but Adobe.
If you want to watch flash videos, you can download Skyfire browser which, when it senses a flash video on a web page, it will then take that video to it's own server, convert it and then stream it to your droid.
That's your only option other than to get a new phone with a CPU that Adobe supports.
