Help Advertisement Keeps Playing Randomly

[Android Question]

For the past few weeks, my phone has been playing an advertisement for the California State Lottery at random moments. It's just the audio for the advertisement. When it happens, I'm not even using my phone. There are no apps running and I'm not making a call or anything. It just starts playing the ad, and it will play even if the phone is on silent mode. It's getting pretty annoying. Yesterday it went off at 5am. What's the deal and how do I stop it?
